I know this is all just Elon’s ineptitude on full display, but there is still part of me that thinks he was paid by certain governments to tank the platform.

My guess is RoE is supposed to be Return on Investment (RoI)
If I understand the news on the matter clearly, he still has one last appeal to overturn his purchase. I think he’s hoping to reverse Twitter back to the old owners in a demolished state as a middle finger.
