You forget, this would be another opportunity for the judicial branch to bypass Congress and “write” law, and they love that power.

Unless there is a fee for vacancies, there is no reason to fill units that are built. More doesn’t necessarily mean available and ownership of large number of properties gives landlords leverage in the market.

The Republicans have a plan and leadership to follow through, rules or not. Democrats are stuck in a system that is stacked against them and I haven’t seen anything but reactionary chaos.

Maybe assert control over their responsibilities, such as federal budget. You don’t need the majority, last I heard, to tell the prez to bugger off out of his territory. Stop handing the president congresses powers.

Edit: I see states are suing to stop, which is a big, big plus, but congress controls the purse. Kick them out or take a page from the Republican playbook and shut down the gov.
