Nope, it’s a possible explanation for why there was a spike and why that spike is receding.

I believe that radar should be read as radar system. That is to say it was a new radar system that had not been fully learned yet not that radar as a concept was new.

They included a large number of words after the headline that expound on the topic.

I could see this being a fishing expedition looking for a “case” to rally folks behind and to muddy the waters.

These sentiments are always a bit strange to me. Like if this was the start of an investigation that would kind of make sense. But this is the culmination of an investigation that has led to indictments. This is innately movement forward.
